Healthcare emergency readiness is not a destination,
it is a journey.

The Center for Health Care Emergency Readiness (CHCER) was created to assist hospitals from all sectors to meet their expected role, as full partners, in the nation’s strategy to protect its citizens from the harmful effects of all-hazards. Building on traditional efforts to meet the demands of natural disasters, CHCER further strengthens this foundation while preparing the facility to meet its obligations to protect its stakeholders from both natural and manmade threats. As the Federal Response Plan (FRP) evolved into the National Response Framework (NRF) increased reliance has been placed on the non-federal Healthcare Sector. The national strategy for Homeland Security expects all healthcare sectors to join in a partnership to create a seamless line of medical defense in support and treatment of All-hazards casualties.


CHCER solutions are not intended to supplant existing healthcare external evaluation mechanisms.
  These mechanisms are necessary but not sufficient to meet today's mounting triple threats of evolving infectious diseases, more frequent and robust natural disasters and increasing evidence of terrorist attacks. A heavy burden accompanies today’s provision of care with the dual responsibilities for facilitating positive health outcomes and providing a safe and secure workplace.


CHCER is unique in that it does not certify or accredit its clients. Our Mission is to move the organization closer to a realistic capability to provide a safe and secure workplace for all stakeholders. It is an open exchange of information on all aspects of all-hazards preparedness and response.
 Working together we create a roadmap to successful fulfillment of your duty to the individuals within your organization and the community.
