James D. Blair, President and CEO
James “Jim” D. Blair, DPA, MHA, FACHE, DABCHS, MCAS, CHS-V is a domestic and international healthcare consultant and career retired Army Colonel. His assignments include service as Chief of Staff of the 7th Medical Command in Heidelberg, Germany and as Chief Executive Officer for medical facilities (i.e. combat field, evacuation hospitals, medical centers) and healthcare systems. He also served as USAREUR Deputy Chief Surgeon for Medical Support Services, Safety and Security Readiness during the “Red Brigade Euro-Terrorism” period. As a consultant to the Army Surgeon General for Health Care Administration, he guided the JCAHO re-accreditation of the 7th MEDCOM medical treatment facilities. His Pentagon assignments include: Chief of Education and Training, Office of the Army Surgeon General, and the Surgeon General’s principle representative to the Comptroller of the U.S. Army’s study of reorganization of the Army Medical Department’s CONUS healthcare system. In the private sector, Jim served as Vice President for the Hospital Corporation of America, MIDEAST limited; Project Manager for the Saudi Arabia National Guard Medical Services Project in Riyadh, Saudi Arabia; and Senior Consultant to the Pacific Healthcare Management Corporation. Pauline A. Scanlon, Chief Operating Officer
Pauline Scanlon is a nationally recognized healthcare consultant who has over 36 years of experience in both the public and private health care sectors. Her experience includes federal and state employment as a regulator and compliance officer with oversight responsibility for research, development and policy planning for state and regionalized healthcare delivery systems. For the last 16 years she has served as President and CEO of American Healthcare Resources, a consulting company specializing in risk management, compliance monitoring and auditing, medico-legal consultation, grant development and implementation of targeted healthcare intervention initiatives.

Paul K. Dluzneski, Chief Financial Officer
Paul Dluzneski offers over twenty-five years of experience managing, leading and providing technical and security risk management services for military, civilian and governmental organizations. Mr. Dluzneski, a certified security professional, provides consulting services in various aspects of enterprise and organizational security to include: risk analysis, threat/vulnerability assessments, access control policies, security awareness, procedures and technology application, compliance issues, crisis management, and compliance with governmental and organizational policies and procedures.

Dan Hodges, Law Enforcement Liaison
Dan Hodges offers over 30 years experience as a former Special Agent for the Federal Bureau of Investigation, who specialized in hostage negotiations, criminal profiling, foreign counter-intelligence and narcotics interdiction. He consistently brought high profile cases to the United States Attorney’s Office for prosecution and directed multi- jurisdictional criminal task forces in investigating major cases. He has participated in the planning and execution of various counter- terrorist exercises and real operations as an active member of the FBI’s regional SWAT team. He currently conducts risk/ threat analysis and vulnerability assessments for government, healthcare, financial and other organizations. Conducted specialized investigations for four major healthcare organizations headquarted in the middle Tennessee area.

Cynthia A. Eckert, Emergency Planning Specialist
Cynthia Eckert brings to CHCER over 30 years of experience in health care. She is a Registered Nurse and her background includes emergency department nursing and management, as well as, two decades of experience in compliance functions including risk management, quality management, accreditation, credentialing, consulting and auditing. She is considered an expert in emergency preparedness standards set by JCAHO, OSHA, FEMA and the National Emergency Response Plan. For the past four years, she has served as the Marketing Director for an emergency and vigilance preparedness on-line education group. Her role at CHCER includes assessment of health care systems, hospitals, and other healthcare provider sites and helping them identify ways to improve their readiness planning and training processes around emergency preparation, response and recovery.

N ate Szejniuk, Emergency Planning Specialist
Nate Szejniuk brings 25 years of experience in applied occupational health and safety, regulatory management and contingency planning. He has served as Emergency Preparedness and Response Planner, Disaster Management Coordinator; Director for Security and Emergency Preparedness; Trainer for the Hospital Emergency Response Training Institute, Inc. Training Contractor for the Noble Training Center, Center for Domestic Preparedness Anniston, Alabama; and, member of the Board of Advisors to Hospital Incident Command System (HICS) Center for Education and Training where he is also a HICS Instructor.
Before entering health care preparedness and safety consulting and after retiring from the US Navy in 1996 he completed a Bachelor of Science in Environmental Health (Public Health Focus) from East Carolina University where he was inducted into Epsilon Nu Eta the National Environmental Health Honor Society.
