Sr. Consultant to Pacific Healthcare Management Corporation, designed, developed a comprehensive all-hazards program for a private hospital located in area of frequent terrorist attacks.
Project Manager for all functions of foreign military medical center construction staffing, and mobilization. Designed, developed and implemented all-hazards CBRNE program in an area of frequent terrorist attacks and declared war zone.
Responsibility for the coordination of all-hazards CBRNE readiness for a system-wide healthcare network of two medical centers and 11 community hospitals at the height of the "Baader-Meinhof and Red Brigade Euro-Terrorist period" and 24/7 war-footing against an enemy known to have CBRNE capability and the assumption that they would use them. Additionally 24/7 CBRNE readiness to respond to USAREUR CBRNE accidents.
Responsibility for installation-wide, including Major Medical Center , 24/7 CBRNE readiness. Installation was never penetrated by terrorists groups unfortunately terrorist struck installation in area with deaths and mass-casualties. Readiness response by medical center was characterized as a "text-book" response.
Served as Consultant to the Army Surgeon General for Healthcare Administration, successfully guided two medical centers and 11 community hospitals to Joint Commission on Accreditation, full accreditation after a 10 year hiatus.
Served as the Army Surgeon General's, Chief of Education and Training, promoted increased CBRNE training for all healthcare personnel and realistic all-hazards exercises.
Recognized for dramatically increasing and maintaining area security for combat field hospital as the hospital operation provided trauma care at two locations moving 1/2 of the operation to a new site securing both sites through a phased 2 month move while providing mass casualty support at both sites.
Served as Chief Executive Officer of 100 bed community hospital located five degrees below the Artic Circle faced and successfully dealt with a series of all-hazards event, severe Earthquake, devastating spring Flood, fierce summer Forest Fire, loss of Electrical Power in 50 degree temperatures.
Served as Instructor and Associate Professor in the Army/Baylor Healthcare Administration was the principle lecturer to students attending AMEDD Officers courses ranging from Officers Basic Courses to Master of Hospital Administration students. Academic domain expertise resides in all-hazards mass casualty readiness and response.
